Moved against the staff recommendation, Councillor Giacomo Arnott put forth a motion resolving that following “clear, consistent, widespread community opposition and inconsistencies with the rural character of the rural west” Council should reject the program of works.

Additionally, Cr Arnott requested the Minister to determine that the planning proposal does not proceed in accordance with the Environmental Planning and Assessment Act.

“This proposal has been in play for nearly ten years,” Cr Arnott said.

“The community has been in a state of fear and concern for their local area, and we have an incredible opportunity for us to end the stress that our communities have been suffering for this whole time.”

Councillors stated that the proposal has numerous issues, including odour issues, runoff issues and sound issues, with three poultry farms adjacent to the development site.

Additionally, Councillors displayed concerns of the potential conflict between rural residential development and neighbouring agricultural enterprises.

“This has been an ill-conceived planning proposal from the beginning that would sacrifice agricultural land,” Councillor Peter Francis said.

This amended motion was supported by all Councillors with the exception of Mayor Ryan Palmer.
